I’m back and busy!

On Monday I caught up with lots of internal meetings and planning for our events ahead of this Summer.

On Tuesday morning, I kicked off my first public appearance since my surgeries at the California Environmental Voters Education Fund (EnviroVoters) Inflation Reduction Act Accelerator Event. Together with county departments, cities, local businesses, nonprofit organizers and EnviroVoters, we discussed techniques to bring federal dollars home and solve the climate crisis faster. With unprecedented funding for climate and infrastructure investments available through the Inflation Reduction Act and Infrastructure Investment and Jobs Act, we must make Orange County more competitive for these funds.

Wednesday morning began with my meeting with OCTA staff to discuss CEO Darrell Johnson’s updates on the Coastal Rail Resiliency Study for the Regional Transportation Planning Committee and Senator Blakespear’s Senate Subcommittee meeting in Sacramento. Our strong advocacy for sand finally clicked. I’m pleased to see the sand nourishment added into the planning so we save our beaches while protecting our rail corridor. I spent nearly all of Wednesday in CEO interviews. It’s hard to imagine the county governance structure without the steady stable management by CEO Frank Kim. We will miss him. But the dynamic, economically strong, and innovative culture of Orange County allows our board to select from highly qualified candidates. Stay tuned.

Wednesday evening, I joined Newport Mesa Board President Carol Crane at the annual Newport Mesa Schools Foundation dinner. The Newport-Mesa Schools Foundation, established 40 years ago, raises funds to augment needed instructional programs in our district's public schools. My office helped fund grants to benefit arts programs in NMUSD schools, including:

My Climate Resiliency Task Force met on Thursday morning to continue our work on the draft Orange County Climate Action Plan (CAP). We benefited from the insights of Jake Raykhelson who manages the Disneyland CAP and their goals to achieve net zero waste. With 800 county buildings, we must create a culture through our cap to reduce waste and thereby save money while saving the planet. Watch for community meeting announcements in June. We want to hear your feedback.

I later visited Sitelines in Costa Mesa to learn more about the Flying Leatherneck Aviation Museum in Irvine. I’m really excited about this new history and science museum and to connect the planners with key community leaders for additional supports.

Afterwards I met with our housing department and Orange County Housing Finance Trust Ad hoc committee to develop strategies for the future and prepare for my advocacy trip to DC next week to try to secure additional housing voucher funding.

Today I learned that the South Coast Air Quality Management District (AQMD) Governing Boardapproved$8,297,548 for Electrification of Balboa Island Ferries and Installation of Supporting Charging Infrastructure.

Today’s vote by the South Coast Air Quality Management District brings us one step closer towards saving the Balboa Island Ferry. The Balboa Island Ferry serves as critical transportation infrastructure that provides pedestrians, cyclists, and drivers with affordable and accessible transportation to and from Balboa Island. The Ferry also reduces vehicle miles traveled by 4.2 million annually, already reflecting its important role in our community to reduce carbon emissions. I thank the South Coast AQMD and the California Air Resources Board for moving quickly to secure this funding for the Ferry. I look forward to one day joining the community on the first trip on the zero-emission ferries once we get this done!

Tomorrow, I look forward to OCFA’s Fire Ops 101, a one-day fire ground operations orientation for elected public officials! My participation will be limited, but I’ll learn about fire suppression, vehicle extraction, search and rescue, high-angle rescue from the tower and more.

Yesterday I attended the retirement reception for Kevin Hills, the County Surveyor. Kevin is retiring after 12 years at the County of Orange.

OC Survey provides surveying and mapping services that support the public’s land-use needs and the design and construction of projects throughout the County. This includes supporting the acquisition and sale of property, maintenance of land information and geographic information systems for all parcels within the County.I had the opportunity to work with Kevin several times on constituent matters. He is a true professional and will be missed by his colleagues. We wish him the best in his retirement!

This week, I attended the San Onofre Nuclear Generating Station (SONGS) Community Engagement Panel as the Supervisor’s alternate and provided updates on our upcoming trip to Washington D.C. Moving spent nuclear fuel away from our coast is a top priority for the Spent Fuel Solutions Coalition which Supervisor Foley Co-Chairs with San Diego Supervisor, Jim Desmond. Supervisor Desmond and Supervisor Foley will join leadership in Congress and the U.S. Senate to encourage their support for an amendment to the Nuclear Waste Policy Act.

This week, I was excited to work with the City of Costa Mesa on securing federal funding for their application to the Safe Streets for All Program. This application supports a project that will promote active transportation in the city’s historically marginalized westside, increasing public safety for pedestrians and cyclists, reducing car dependency and greenhouse gas emissions. This project transforms historically disadvantaged communities in westside Costa Mesa by designing pedestrian and bicycle improvements along several major streets. The project will complete an interconnected network of bicycle and pedestrian facilities crisscrossing the Westside, connecting disadvantaged communities with greater access to employment, safe routes to schools, health care, retail, and recreation opportunities located throughout the city. Additionally, by increasing access to safe, active transportation options, the project will provide environmental and air quality benefits by reducing Vehicle Miles Travelled (VMT) and Green House Gasses (GHG) emissions.

Helping our locals compete for state and federal funding and build active transportation networks is always a priority for our office. Keep your fingers crossed for the application!

On Saturday, I attended the Dedication of the new Armenian Genocide Memorial at Irvine’s Great Park on Sunday. Thank you to our Orange County Armenian community for strengthening our District with your resilience and brightening our community with your rich culture.

I also attended the Economic and International Trade Forecast event hosted by California State University, Fullerton and the Small Business Development Centers Orange County. There, I learned about the strength of our economy, state of consumer purchasing power and inflation.

Hey, D5!On Tuesday, I awarded certificates honoring Association of California Water Agencies (ACWA) and American Water Works Association (AWWA) leaders: ACWA President Cathy Green, ACWA Vice President Ernie Avila and WWA President Heather Collins. Congratulations to all honorees for their leadership in ensuring safe and sustainable water infrastructure in Orange County!

Wednesday, I attended the Ocean Institute’s Board meeting via Zoom. The Board presented updates on the Institute’s strong organizational and financial position and upcoming fundraising events – including the 40th Annual Maritime Festival from September 13-15, 2024.

Thursday morning, I participated in the Laguna Beach Chamber of Commerce Government Affairs Committee meeting and provided attendees with an update on behalf of Supervisor Foley. At the meeting, City of Laguna Beach Public Works Director Mark McAvoy commented on infrastructure projects affecting Laguna Beach residents, including the City’s efforts with Laguna Canyon Road.

Lastly, on Friday our Deputy Chief of Staff Alyssa Napuri and I attended the San Clemente Chamber of Commerce State of the City Luncheon. I always enjoy attending community and government events in my hometown of San Clemente!

Happy Friday District 5!

On Saturday, Christine and I attended UNIDOS South OC’s Día del Niño celebration at Stone Field Park in San Juan Capistrano! Día del Niño, also known as International Children’s Day, celebrates the rights of children around the world as written in the UN General Assembly’s Declaration of the Rights of the Child which passed in 1959.

We enjoyed teaching community members of all ages about Article 4b, which states that our government must do everything it can to ensure our children these rights!

This week I focused my efforts on helping the District Reps around the office by drafting certificates and upcoming proclamations.

Tomorrow I will staff a booth at the Dana Point Film Festival. The festival concludes of food, drinks, vendors, more than 40 hours of ocean inspired documentaries, and entertainment for the whole family. While this event lasts the whole weekend our office will be there on Saturday May 4. We will be passing out our office and county resources and are always open to answering resident questions so please feel free to connect with us.

OC Traffic Committee Update from Fifth District Representative Todd Stearns

Many cities in California have attempted to adapt to the proliferation of electric bicycles. That challenge proves more problematic for populated unincorporated areas such as Ladera Ranch and Rancho Mission Viejo, which are part of Orange County’s Fifth District represented by Supervisor Katrina Foley.

On Thursday, April 25, the OC Traffic Committee approved Orange County’s first E-bike safety ordinance that represents a positive, first step towards making co-habitation safer for pedestrians, riders, equestrians and vehicular traffic on county routes. The measure will now go to the Board of Supervisors for approval.

The unanimous vote followed brisk discussion by the OC Sheriff’s Department, California Highway Patrol, OC Parks, OC Public Works (OCPW) and residents on a variety of topics including some being legislated at the state level. There is still work more work to do as it relates to minimum ages, testing/licensing, and bike classification/regulation.

I am pleased with OCPW and the committee’s common-sense approach on this first go with the emphasis on safety: do not speed (especially on sidewalks), wear a helmet, yield the right-of-way, don’t have passengers unless your e-bike is designed to carry them, operate your electric bike safely, etc.

It is important to note that deputies should not be considered the primary enforcement operatives of this ordinance. Parents must continue educating their children on safe operation and to monitor their behavior. Education plays a big role in compliance. We are excited that the Fifth District is planning an e-bike Rodeo in Rancho Mission Viejo for August! Stay tuned for details.

Slip Rates Update

When the County operated the Harbor, it did not perform minor or routine slip rate increases, maintaining rates at an artificially low rate for many years. The Supervisor, the Chief Real Estate Officer for the County (CEO-RE), and the Dana Point Harbor Partners worked for months to come to an agreement on a proposed 5-year plan for rates instead of annual rate changes, so boaters could plan their futures more effectively.

Our office’s understanding was that the Marina would brief our Dana Point Harbor Oversight Committee about the 5-year plan and then notify the boaters after hearing feedback from the Oversight Committee. Despite that understanding, notice was sent out by the Marina this week to boat slip holders that a slip rate increase would go into effect June 1, 2024. Increases are more modest for our smaller boat owners and overall less drastic than previous slip increases implemented before Supervisor Foley began representing the Harbor.

We’re disappointed to see that our plan for increased transparency and longer-term communication was not followed by the Marina; however, they did follow the terms of the contract regarding supportive documentation to CEO-RE team in advance of the public notice. That said, CEO-RE sent a letter to the Marina to clarify the County’s perspective, increase communication, and ensure future coordination of announcements adhere to our office’s standards for transparency and openness.

Due to the Oversight Committee meeting being postponed this week, the Marina will present the draft 5-year plan at a later time. We will provide a report in the newsletter once we receive it. OC Health Care Agency Urges Consumers of a Vietnamese Hemorrhoid Ointment to Stop Use and Seek Medical Testing

Due to the risk of lead poisoning, the OC Health Care Agency (HCA) urges users of the Vietnamese hemorrhoid ointment called Cao Bôi Trĩ Cây Thầu Dầu (Castor Oil Hemorrhoid Extract) to immediately stop using the ointment and to get their blood tested for lead. The alert follows the death of a woman in Sacramento who developed severe lead poisoning after using the ointment, according to the California Department of Public Health (CDPH). The CDPH said the ointment, purchased in Vietnam and shipped to the US, contained 4% (four percent) lead. Exposure to any amount of lead can be harmful.

The HCA, in collaboration with the CDPH, urges anyone who used Cao Bôi Trĩ Cây Thầu Dầu (Castor Oil Hemorrhoid Extract) to immediately:
1.) Stop using the ointment.
2.) Place it in a plastic bag, seal the bag and call (510) 620-3620 or email toxoutbreak@cdph.ca.gov.
3.) See your health care provider and get your blood tested for lead (venous blood test). Also because other household members could have come into contact with the ointment, all household members should have their blood lead tested. Children are especially vulnerable to lead poisoning.
4.) Residents who have additional questions can call HCA’s Health Referral Line at 1-800-564-8448.

Emergency Program Alert

The Asian Citrus Psyllid may be a small aphid-like bug, but these insects pose a big threat to citrus trees throughout Orange County, according to an emergency declaration from the California Department of Food and Agriculture (CFDA).HLB/ACP present a significant, clear, and imminent threat to California’s commercial citrus production and state’s economy.

ACPs are spreading a disease called Huanglongbing (HLB), which kills citrus trees. HLB causes no harm to human or animal health.

How can you protect Orange County's namesake fruit trees against ACP and HLB? With advance, notice CFDA staff conduct surveys to determine the presence of ACP and other citrus pests and diseases in an area. This free survey is risk-based and both insect and symptomatic plant samples may be collected. Staff will visually inspect citrus trees and other closely related hosts for ACP and symptoms of HLB.

When ACP has been confirmed, a survey, trapping and suppression treatment will occur. The CDFA conducts pesticide treatments for all host plants (mainly Citrus and citrus family) on properties within a 50 to 250-meters radius surrounding each site where an infected tree with Huanglongbing (HLB) disease has been detected and confirmed positive by the CDFA lab or where a CLas-positive Asian Citrus Psyllid ( ACP) insect has been detected. Following treatment, staff will remove tarps covering non-host plants and/or household items and close gates behind them.

E-Bike Update

OCTA is developing an E-bike Safety Plan that will identify gaps and needs in outreach, education, encouragement data, and funding for e-bike safety. In May and June, OCTA will conduct two e-bike safety rodeos and two virtual workshops.

  • E-Bike Rodeos: Kids of all ages can learn the rules of the road for bicycling, get safety tips for e-bikes, and practice their skills on a safety course. Bike repairs and maintenance will also be available. Bring your e-bikes and helmets to a safety rodeo:
  • Virtual E-Bike Safety Workshops:If you can’t join in-person, there will also be two Virtual E-Bike Safety Workshops offered in June. These will take place over Zoom -- no bike or helmet required – and will give parents and kids the info they need to start practicing safe biking habits.

During the past several years, Orange County has seen an increase in the number and variety of e-bikes on roads and on paths. Over this time, OCTA has expanded its role to coordinate efforts regionally, monitor e-bike use and trends, and provide safety information to e-bike riders.

OCTA has a webpage dedicated to e-bike resources and safety information, which includes a database listing local bike and e-bike ordinances. To further promote safe and courteous e-bike riding, OCTA is also developing a series of videos about e-bike safety aimed at teen riders. The first video was a partnership with local influencer Goodboy Noah and other videos will be rolled out in the months ahead.

OCTA has also been hosting quarterly e-bike coordination meetings with partner agencies from around the county. These meetings allow the group to exchange ideas and coordinate resources with the goal of keeping people safe and connected in Orange County. At the same time, OCTA is also developing its e-bike safety action plan, which is expected to be finalized by December 2024. This plan will provide recommendations centered around educating the public about safely riding e-bikes and policy approaches to encourage safe e-bike riding.

OCTA Encourages Public to Join Listening Sessions on Coastal Rail Resiliency - May 30

OCTA seeks additional public input on a study to find solutions for protecting the rail line and preventing additional emergencies along the coast in San Clemente.

The OCTA-led Coastal Rail Resiliency Study aims to evaluate and implement strategies to protect the railway in the vulnerable 7-mile stretch between Dana Point and the San Diego County Line, and keep rail traffic moving through the area for up to the next 30 years, while longer-term solutions are explored.

Two public meetings are scheduled – one virtually and the second in person – to gather feedback on the Coastal Rail Resiliency Study and an initial assessment that identified sites along the coastal rail line recommended for monitoring and reinforcement.

The goal is to ensure that rail traffic can continue moving without additional interruptions along this vital rail connection that links San Diego County passenger and freight traffic to Orange County and areas farther north.

Inflation Reduction Act (IRA) Direct Pay’s Role in Uplifting Communities

The Inflation Reduction Act introduced a new era for clean energy development, particularly for tax-exempt and governmental entities. This toolkit is designed to help local government staff and elected officials understand and leverage Direct Pay provisions to enhance community well-being and sustainability.

Understanding Direct Pay: Direct Pay allows eligible entities to receive payments equivalent to tax credits for clean energy projects. This unprecedented move by the federal government is set to catalyze public sector involvement in the clean energy transition.

Benefits of Direct Pay:

  • Financial Empowerment: Provides immediate access to funds, increasing the scope and scale of potential projects.
  • Uplifting Communities: Facilitates investments in clean energy that lead to job creation, economic growth, and improved public health.
  • Environmental Justice: Ensures that the benefits of clean energy reach all communities, including those historically underserved.

Eligibility and Applicable Projects:

  • Who’s Eligible: State and local governments, tribal entities, rural cooperatives, and more.
  • Project Types: Solar and wind installations, EV charging stations, and clean vehicle fleets are among the qualifying projects.

Southern California Edison’s (SCE) Involvement: SCE is at the forefront of supporting clean energy initiatives that align with the IRA’s goals. Our programs offer rebates for home energy retrofits and support the electrification of transportation, which can be combined with Direct Pay benefits.

  1. Assess Community Needs: Identify potential clean energy projects that align with community goals. Let SCE know if you are planning any clean energy projects or are applying for funding.
  1. Review SCE Programs: SCE’s rebates and incentives can complement Direct Pay, providing additional financial support.
  1. Secure Funding: Apply for Direct Pay by meeting the requirements for both the payment and the underlying tax credit.

Hi everyone, I'm Lulu! I'm a 7-month-old Border Collie who has a whole lot of love to give. I'm best described as a playful pup who does extremely well with other dogs my size. In fact, I do so well with other dogs that I have officially become OC Animal Care's personal greeter dog! When new furry friends arrive at the shelter, but are still shy and reserved, I swoop in and show them the ropes. It's an extremely rewarding experience, especially when they get adopted!

While I love being the hero, I would love a family of my own even more. I'm still a puppy myself and I have so much more to learn! I too, can get shy around hoomans, but once I warm up to you, we'll be best friends. I will do best in an adult-only home where I can bask in your undivided attention. Laguna Canyon Road: Protect & Connect Project - May 7

The Laguna Canyon Road: Protect & Connect project aims to improve safety for all users, enhance sustainability, and manage congestion along one of the only direct routes to Laguna Beach – the Laguna Canyon Road (LCR) corridor (SR 133). This corridor provides residents, businesses, and visitors critical access to the city from Interstate 405 (I-405) and State Route 73 (SR 73) and serves as an emergency evacuation route.

The project is currently in the process of collecting community feedback. Community engagement is essential to better understand users of the corridor and their priorities. Your feedback in this survey is much appreciated!

John Wayne Airport Arts Program

John Wayne Airport is thrilled to share the resounding success of the new direction of the Arts Program in supporting local artists and captivating audiences with thought-provoking exhibits. The recent showcase, "Endless Summer," was a hit, with an astonishing 96% of the featured artworks purchased and going to new homes!

Of the 72 single popsicle sculptures, an impressive 69 were sold, alongside one of the seven large popsicle stacks. Additionally, out of the nine paintings by Sarah Steiber on display, two were swiftly snapped up, marking an achievement that surpasses gallery standards.

The overwhelmingly positive response is further evidenced by the feedback received by resin sculpture artist Betsy Enzensberger and the buzz generated by the Vandals' Facebook post about our "That OC Sound" exhibit.

We extend our gratitude to all patrons and artists for their unwavering support, and we look forward to continuing to enrich the airport experience with vibrant and engaging artistry. Last year, 9,957 people checked out park passes. Adventure beyond the book allows Californians to access beautifulparks, lakes, beaches, and monuments in the StateParks system for free.Place a hold today!
